Why Vendor Selection Is the Critical Variable

This blog is written by a Pakistan outsourcing company. That matters for how you read it because a guide written by a vendor about how to select a vendor has an obvious conflict of interest and you should know that upfront.

What follows is our honest attempt to give you the questions that will protect you from bad Pakistan outsourcing experiences including experiences with companies like us if we ever failed to meet the standards we are about to describe. The questions below are not marketing content. They are the criteria that distinguish operations that will perform from operations that will fail you.

Pakistan's BPO industry has over 1,000 registered call centers, 500+ BPO companies and 34,420 SECP-registered IT firms. Not all of them deliver what they promise. The businesses that get burned by bad Pakistan outsourcing experiences almost always share one common factor: they chose on price and website quality rather than on operational evidence. The seven questions below generate operational evidence. Use them.

Before You Ask the Questions What to Know

Before you enter any vendor conversation, establish two non-negotiable ground rules in your own evaluation criteria.

Ground Rule 1: documentation precedes commitment, not follows it. Any Pakistan BPO company that asks you to commit before producing security documentation, before sending you their NDA, before providing their registration number or before allowing you to interview your team members is structurally reversing the trust order. Trust in outsourcing is earned through evidence before money changes hands not through reassurance after it does.

Ground Rule 2: the inability to answer immediately is the answer. Every question in this guide should produce an immediate, specific response from a legitimate, structured operation. These are not difficult questions. They are not requests for proprietary information. They are basic operational facts that any well-run BPO company has documented, available and ready to share. Delay, deflection or vagueness is not a communication style it is information about the operation's actual state.

You found a BPO company in Pakistan with low rates and a polished website. You signed the contract. Three months later, your customer complaints have doubled, your sales team is idle and the "dedicated account manager" stopped returning emails. This happens more than you think (Prime BPO Pakistan Guide, 2026).

With those ground rules established, here are the seven questions.

Question 1: Where Do Your Agents Physically Work?

This is the most important question on the list and it is asked first because the answer determines whether every other question is even worth asking.

If the answer is "from home" or "remote setup" or "flexible arrangement" the evaluation ends there for any engagement that involves client data, patient information, financial records, intellectual property or customer personal details. Home offices cannot provide biometric access control, CCTV monitoring, clean desk enforcement, managed-device-only policies or the physical security required for responsible handling of sensitive information. They cannot guarantee that the person on your account is the person whose CV you reviewed. They cannot prevent a team member from photographing a client document on a personal phone.

A legitimate answer includes a specific facility name and address, a description of physical security (biometric access, CCTV, visitor sign-in), a description of workstation management (managed devices, no personal devices in the work area), clean desk policy confirmation, a spontaneous video walkthrough offer and enterprise internet infrastructure with backup primary fibre plus 4G failover.

Red flags include "our agents work remotely from wherever is best," "we have a hybrid home/office model," a delayed offer to arrange a video call (suggesting scrambling), an inability to give a specific address, or "most of our team work from our office" where the word "most" is doing a lot of work.

How Inlinkers CX answers: managed operations center in Lahore specific address, biometric access at entry, CCTV throughout all work areas, no personal devices permitted in work zones, all work on company-managed workstations. Video walkthrough available on request, produced within 24 hours.

Question 2: Can You Send Your NDA Right Now?

A company-level mutual NDA should be signed before any business information, client name, industry context or proprietary process detail is shared. Not before the contract is signed. Before any information is shared including in the initial discovery call.

The reason for this timing is straightforward. The moment you describe your business, your clients, your processes or your competitive position to a vendor, that information is out of your control unless there is a legal agreement protecting it. A legitimate BPO company has a standard NDA template, has signed it hundreds of times and can produce it in under two hours. There is no reason for delay.

A legitimate NDA contains mutual obligations protecting both parties, a specific definition of confidential information, a prohibition on disclosure and use for any purpose other than evaluating the engagement, a prohibition on soliciting the other party's clients, employees or business contacts, a specific duration (typically 2–3 years post-disclosure), agreed and practical governing law and confirmed signatory authority at the company level rather than an individual employee's signature. For healthcare engagements, a Business Associate Agreement (BAA) separate from the NDA is required before any PHI is discussed, with the BAA template available immediately and the covered entity type identified upfront.

Red flags include "we'll send the NDA after our discovery call," an NDA that arrives 3+ days after request, an NDA that's a single paragraph with no specifics, an NDA that's individual-level only rather than company-level, or "we don't usually do NDAs at this stage."

How Inlinkers CX answers: mutual NDA returned within 2 hours of any request. BAA template available alongside NDA for healthcare engagements. No business information discussed before the NDA is signed.

Question 3: What Is Your PSEB or SECP Registration?

Pakistan has two primary registration frameworks that establish a BPO or IT company's legitimacy. PSEB (Pakistan Software Export Board) registration is specifically for IT and BPO companies that serve international clients registration signals compliance with export documentation requirements and subjects the company to PSEB oversight. SECP (Securities and Exchange Commission of Pakistan) registration confirms the company is legally incorporated and compliant with corporate governance requirements.

Asking for these registration numbers is not a difficult request. Legitimate companies have them. They can state them in seconds and offer the verification link where you can confirm independently.

To verify PSEB registration, visit pseb.org.pk and use the company directory search registered IT and BPO exporters are listed publicly and the registration number should match the company name exactly, not approximately. To verify SECP registration, visit secp.gov.pk and search by company name or registration number to confirm legal incorporation and current status. Look for an active registration (not lapsed or suspended), a matching company name and an incorporation date that reveals how long the company has actually been in legal operation.

Red flags include an inability to produce a registration number on request, "we're in the process of registering," a registration number that doesn't appear in the PSEB or SECP database, a company name on registration that differs from the operating name without explanation, or significant delay in producing the number since legitimate companies know their own registration.

How Inlinkers CX answers: PSEB registration number and SECP registration number provided within 60 seconds of any request. Verification links offered alongside the numbers.

Question 4: Can I Interview Every Team Member Before Commitment?

Every person who will be working on your account should be assessed by you not by your outsourcing partner on your behalf before any commitment is made. This is not a preference. It is the standard that protects you from the single biggest source of offshore engagement failure: a skills gap between what you were sold and what you received.

The interview should cover spoken English in the actual working context, functional skill assessment in the tools and processes your account requires and cultural fit with your communication style and expectations. This is your call to make not a rubber-stamp of your partner's pre-screening.

For spoken English assessment, ask the candidate to describe a complex situation from a previous account, listening for vocabulary, sentence structure, pace and comprehension under conversational pressure, then ask a follow-up question that requires them to think rather than respond from a script. For functional skill assessment, tailor the test to the role: for billing, ask them to walk through a specific denial scenario in your EHR system; for development, give a live coding task in your stack; for call center, roleplay a specific interaction type your agents handle; for data entry, give them a sample document and watch them process it. For judgment assessment, ask what they do when they encounter a situation not covered by the process guide looking for an escalation protocol rather than improvisation and ask them to describe a time they caught an error before it reached the client, looking for quality ownership rather than blame deflection.

Red flags include "we'll pre-screen candidates and send you the best" (you should see all shortlisted candidates), an agent who reads from a script throughout the call, an inability to complete a basic functional task you set, or a partner who resists the interview process by saying "trust our vetting" this is non-negotiable.

How Inlinkers CX answers: every shortlisted candidate is interviewed by the client before any commitment. We provide the format, the client conducts the interview. No team member starts without explicit client approval.

Question 5: What Is Your Backup Agent or Developer Process?

Every dedicated engagement has a single point of failure: the individual team member. People get sick, have family emergencies and occasionally resign. What happens to your business operations when that happens is determined entirely by whether the vendor has a specific, trained backup process not a policy statement about it.

A legitimate backup process names a specific backup, not "we'll find someone" an actual person who has been briefed on your account, your processes and your access requirements. It specifies the backup's training level: have they reviewed your process documentation, run a supervised test on your systems, or are they simply a warm body who vaguely knows the function? It specifies an activation timeline, with "same day" as the standard and, for critical functions like medical billing, call center or helpdesk, backup active within 4 hours. It specifies a notification protocol how you find out the primary team member is unavailable and the backup has been activated, which should be automatic rather than something you discover because work stops. And it specifies a knowledge handover requirement what documentation the primary team member must maintain to enable the backup to function without a ramp-up period.

Red flags include "we have a pool of resources we can draw from" (a pool is not a backup it is a hiring process), an inability to name a specific backup person for your account, "the backup would need a few days to get up to speed" (unacceptable for critical functions and revealing of a lack of preparation), or no automatic notification process described.

How Inlinkers CX answers: every dedicated seat has a named, briefed backup. The backup reviews the client process guide during the primary agent's onboarding period. Activation within the same business day. Automatic client notification. Knowledge handover documentation is a contractual requirement before any primary team member departure is processed.

Question 6: Send Me a Sample of Your Weekly KPI Report

Weekly KPI reporting without being asked is the clearest differentiator between a managed, accountable operation and a loose arrangement dressed up as a managed service. A vendor who only reports when you ask is not managing your account they are responding to your oversight.

Ask for a sample report from a real engagement a current or past client report with client-identifying details redacted. This tells you two things: whether the reporting actually exists in a structured format and whether the metrics reported are meaningful for your function or generic enough to hide poor performance.

For call center and customer support, a legitimate report includes Average Handle Time by day and by agent, First Call Resolution rate as a weekly trend, CSAT score where applicable, call volume broken down by total, type and abandoned rate and an escalation log covering what escalated and why. For medical billing/RCM, it includes claims submitted (volume and value), first-pass acceptance rate as a percentage and trend, denial rate broken down by reason code, AR aging distributed across 30/60/90+ days and appeals filed with outcome tracking. For IT development, it includes story points planned versus completed per sprint, production bugs introduced by number and severity, PR review cycle time, blockers encountered and resolution status and the next sprint's plan and capacity. For data entry, it includes volume processed (records and documents), accuracy rate from QA sample results, error categories describing what types of errors occurred and backlog status showing whether you're ahead or behind target.

Red flags include a report that's narrative only "the team is performing well" without numbers is not a KPI report generic metrics that don't reflect the actual function, a report that seems to be produced immediately only because it's AI-generated for the purpose of answering your question, or an inability to produce a sample from a real engagement.

How Inlinkers CX answers: a weekly KPI report produced from a real engagement client-identifying details redacted within 5 minutes of request. Format is function-specific. Every report has a covering summary, the metric tables, an issues/exceptions section and a next-week plan.

Question 7: Reference from a Current US Client Direct Contact

Written testimonials on websites, video case studies and Clutch reviews are valuable but they are curated. You should also be able to speak directly with a current client of the vendor in a function similar to yours. Not a written testimonial. A phone call or video call with a real decision-maker who used this vendor for real work over a meaningful period.

On operational questions, ask what the first 30 days looked like what was rough and how it was resolved. Smooth onboarding descriptions are suspicious; every engagement has rough edges, so ask what they were. Ask how the vendor communicates when something goes wrong, with an example this tests how the vendor handles accountability, not just delivery under normal conditions. Ask them to describe the weekly KPI report in one sentence, as a quick reality check on reporting quality.

On quality questions, ask how quality today compares to 3 months and 6 months after they started looking for an improving trajectory, not flat or declining performance after an initial honeymoon period. Ask what they would change about how the engagement was set up if they were starting again surfacing genuine lessons, not just praise.

Red flags include an inability to provide a direct contact reference, with only written testimonials available; a reference from an engagement more than 3 years ago with no current clients offered; a reference that's exclusively positive with no challenges or rough edges acknowledged (no real engagement is perfectly smooth); or a reference company with no verifiable web presence or business context.

How Inlinkers CX answers: direct reference contacts are available for current engagements across call center, medical billing, IT staffing and accounting BPO. Client permission is obtained before contact details are shared. References can speak to onboarding experience, quality trajectory and KPI reporting not just end-state satisfaction.

How Inlinkers CX Answers All Seven

We set this guide up as a buyer protection tool. It would not be honest to present it without answering the questions ourselves.

On where our agents work: a managed operations center in Lahore, Pakistan, with biometric access, CCTV throughout, no personal devices, company workstations and a clean desk policy. A video walkthrough is available within 24 hours. On our NDA: returned within 2 hours, with a BAA alongside for healthcare engagements and no information shared before the NDA is signed. On PSEB and SECP registration: both provided in under 60 seconds, with verification links offered and registration active and current.

On interviewing every team member: yes every shortlisted candidate is interviewed by the client before any commitment. We provide the format. You make the decision. No one starts without your explicit approval. On our backup process: a named, briefed backup for every dedicated seat, reviewing the client process guide during primary onboarding, same-day activation, automatic client notification and a knowledge handover document required before any primary departure.

On a sample KPI report: a function-specific weekly KPI report from a real engagement, client details redacted, produced within 5 minutes, containing metrics, an exceptions log, issue resolution and a next-week plan. On a reference from a current US client: direct contact references available for current engagements, with client permission obtained first and references that speak to onboarding, quality trajectory and reporting not just positive outcomes.

Whichever hiring model fits your situation a fully dedicated team, a comparison against freelance vs dedicated, a hybrid resources mix, or direct outsourcing of a specific function these seven questions apply the same way, whether you're evaluating IT staffing, IT outsourcing, or any other service line.
